When do the free turfs selection go into effect?

Just paid on my TST turf and was surprised to see that the rent was 3000 tokens. This was on my list of free turfs for each locale as it is my AW turf. When will we be notified that these rents are no longer due please. I only ask because I have never received any benefits from the almost 4 million tokens taken from pepper pot . She was always my primary avatar but when we restarted, I changed over to SeaWillow because she is the one that can wear AW. Unfortunately, I wasn't told that as secondary, pepper lost EVERYTHING. I just want it to be fair for all the members. Thank you.
