Passport and Plane Tickets

Can anyone please tell me how one can get a passport?
I went to to the Travel Agency Office, where I was told that I needed to get a passport from the post office. I went to the post office, and Postman Walter, although a very nice gentleman, was of no help. Actually, he was pretty silent on the matter.
From the information rec'd from the Travel Agency Office, my understanding is that in order to get plane tickets to fly to far-a-way places, such as London, Phoenix and Ireland, I need plane tickets (understandable), which are found by completing quests. Are there any quests planned for the near future?
