Is there a way to buy a head from a VIP member and use it? Or do you have to be a VIP member yourself to use the heads? If you are VIP for a bit and have a head but then have to go down to the lower level of membership, can you keep your head?

I think the answers to your questions are ...

You can buy a head from a VIP member but you cannot use it. If you are a standard member you cannot wear a VIP head no matter how you get one.
So yes, you have to be a VIP member to wear a VIP head.
And I'm quite sure that if you were a VIP member with VIP heads and you drop down to a Standard membership you can keep the heads but won't be able to wear them.
You can collect all of the VIP heads in Standard membership by any means but they can't be worn.
