From the Development Updates page:

Over the next few weeks, the Halloween decorations will be removed and as the colder weather sets in we will see some light snow. We are expecting to have a white Christmas. In preparation for December 1st questing and December 17th event opening we will be working on the streets from 1st November. Anything left on the street which is not glued down will be removed as we work on the regions.
